This adds a Nix flake based development environment configuration. It currently only specifies Ruby as a dependency, but that could be expanded if we add more tooling, e.g. language server, formatters, linters.
If we don't want these dev artifacts in the repo, I'm good with adding the flake files to .gitignore as an alternative.
