Why not remove the whole section rather than having an empty table?

I was keeping it consistent with https://github.com/eclipse-openj9/openj9/blob/master/doc/release-notes/0.46/0.46.1.md.

We can do one of the following:

  • Retain the Notable changes section but change the text to say "This release has bug fixes. For more information, see ."
  • Remove the entire section for both the 0.61.0 release as well as 0.46.1 release.

I am leaning towards the first option. Can I go ahead with that?
