Description
This is a PR to improve compliance and is the final PR before the release of 0.0.18 which will be part of the 23.12 overall release.
The NOTICE.md will add the necessary legal header (as a postamble) and also exclude the scanning of the Dockerfile used to build the documentation in the docs/ directory.
The CHANGELOG is prepared for the release and will be updated after the release runs.
