docs(release-process): add release process description

Description

This pull request adds comprehensive documentation for the Tractus-X release process, providing clear guidance for contributors, committers, and stakeholders. The new document outlines the release cadence, key milestones, planning procedures, required issue attributes, and communication channels to ensure transparency and alignment during each release cycle.

Pre-review checks

Please ensure to do as many of the following checks as possible, before asking for committer review:

• DEPENDENCIES are up-to-date. Dash license tool. Committers can open IP issues for restricted libs.
• Copyright and license header are present on all affected files

Someone from Eclipse once told me, it is fine to name it at the beginning "Eclipse Tractus-X" and afterwards it's OK to name it “just” Tractus-X
