As required by german law (maybe other countries too) we added two config options show links to an (external) imprint and privacy notices on all pages that can be reached by users.

We are aware of the changes introduced by 9d0e58a, but this had only a non-speaking icon for the imprint links, did not add this link to all needed pages and was missing a link for privacy notices. Furthermore, we added documentation in the readme and added a german translation.

We kept the public/privacy/privacy.html file, as some users might want to serve the file together with edumeet instead of linking to an existing external source.

This resolves two issues in the edumeet repository:

- use international terms for config option of imprint
- introduce config option for privacy notice
- add links to imprint and privacy notice to all pages
- rework imprint link: named link instead of symbol
- public/privacy/privacy.html was kept, as some users might want to
serve the file together with edumeet instead of linking to an existing
  external source.
