[Profiling] Update docs to show Profiling is available on self-hosted deployments

Summary

This PR closes #3959 and partially addresses #1736, still need to address the reference pages in another PR.
This PR updates the Get started with Profiling page to include a note about self-hosted being an option as well as cloud. It also updates the applies_to tags to show that profiling isn't available in serverless.
