This PR aims at providing a basic PHY for Lattice Certus NX Pro FPGAs. This PHY is a wrapper around Lattice IP generated with IP Generator GUI tool.
Current state is:
Note:: Archives of generated code is used for lowlevel PHYs, build time is possible but needs to have previously downloaded IP Generator libraries.
