Gonna go ahead and merge so we can see the hive test results once this is merged. This is pretty simplistic in terms of changes anyway. |

Adds 2 new beacon RPC endpoints,
portal_beaconFinalizedStateRootandportal_beaconOptimisticStateRoot, that are needed for running the new hive tests for beacon sync.
