Implements changes in (WIP) https://github.com/ethereum/portal-network-specs/pull/369/files

Adds helper method ultralight_getPingPayload
- Params: NetworkId, Extension Type
- Returns: Ping extension payload

TODO:

Updates portal_*Ping with ping extension support
