set run once for clear-scheduler-cache at startup

Fixed WARN clear-scheduler-cache_00 entered FATAL state, too many start retries too quickly

Added on all clear-scheduler-cache the following configurations:

startsecs = 0
startretries = 1

this instruct supervisor to "run once" the clear-scheduler-cache program without warnings.
