v0.4.1: Identifier Lifecycle Support

This is a Minor update and adds support for the following features:

• Lifecycle support -- Identifiers now have an Active status, and can replace or be replaced by other identifiers.
• CLI Null-value setting -- Allow for unsetting top level key attributes, such as replaced_by from the CLI
