I also studied the Duolingo HLR code a while back, I voiced some of concerns about the training algorithm and/or dataset in duolingo/halflife-regression#7. Relatedly, in #22 someone linked me to this insightful article. The basic idea of HLR—predict halflife as a nice linear function of the number of successful and failed quizzes—is reasonable but it's hard to make sense of the numbers they've found.

@fasiha thank you for the pointers to memorize-py and duolingo HLR. I plan to study both in near future, the links will be very useful.
