Several tests time out in CI

Description

The tests:

1. wgpu-gpu wgpu_gpu::clear_texture::clear_texture_compressed_bcn
2. wgpu-gpu wgpu_gpu::timestamp_normalization::utils::shift_right_u96
3. wgpu-gpu wgpu_gpu::timestamp_normalization::utils::u64_mul_u32
4. player test_api, also mentioned in player test_api test timeout in CI #9565

Time out in CI environment

Expected vs observed behavior
Expecting no timeouts.

Extra materials
Reproduced that in #9678 CI check. But because the PR changes don't affect the non-unwinding (regular) code path, I think the PR changes are unrelated.

Based on the latest comments in #9678, I believe these are now resolved. The timestamp_normalization failures were probably fallout of #9693. The player test_api test has its own tracking issue. clear_texture_compressed_bcn I'm inclined to attribute to fallout of an unhappy device from the QuerySet stuff, although I don't have solid evidence for that and it may be wishful thinking.

We do care about keeping CI stable, so thanks for the report, and please leave a comment or open a new issue if you're still seeing problems.
