perf: listAuthorizedProjectIDs should not get metadata

The ListRepositories interface was taking excessively long to execute. The root cause was that listAuthorizedProjectIDs was fetching unnecessary metadata. This PR removes the metadata retrieval from listAuthorizedProjectIDs, thereby improving the overall performance of the interface.
