This is a complete backport of #184, #206, and #219. The goal is to support the OpenSSL backend initialization in AZL3 when using SymCrypt.
This PR updates
FIPSandSetFIPSto support third-party providers, such as SCOSSL. The behavior is not changes when using the built-in providers.
