Maven 3.6.3 is not supported any more, use a newer version to make commons-text build successfully again.

Fuzzing for apache-commons-text currently fails because the version of Maven is outdated.
Increasing it makes building the fuzz-targets work again locally.
Also reduce spammy log-output by instructing Maven to not log out download-progress.
