expect CI to fail for now:

error: the library 'GoogleTagManagerTarget' requires macos 10.13, but depends on the product 'FirebaseAnalytics' which requires macos 10.15; consider changing the library 'GoogleTagManagerTarget' to require macos 10.15 or later, or the product 'FirebaseAnalytics' to require macos 10.13 or earlier.
