RSPM updates

framework updates have been finalized
Brian to merge latest develop branch into his local repo
then finish energy and emissions package in the develop branch
should be done by end of next week

RPAT updates

finished RPAT vehicle module code, still working on documentation
starting working on demand module
Adi plans to commit the vehicle module and accessibility module by end of week
hopefully will complete the demand module within two weeks
