This pull request schedules one-second blocks on testnet by setting
TestnetChainConfig.IsOneSecondEpochto epoch7535.The activation epoch is based on current testnet epoch
7530plus approximately one day. Testnet epochs contain 8,192 blocks at the current two-second block time, so five epochs are approximately 22h 45m.
