the goal of this PR is to have a common ondemand documentation for the different tier-2 sites.
the ondemand sections are now split into separate files, for easier navigation and management.
for now, i placed the ondemand info under >accounts >access vsc infra >open ondemand, which is a bit too hidden imho, feel free to suggest a better home :)
still lots of things to do, but it's a start. here is a list of things that are planned:
