This can be a string or a URI. It looks like the extension mechanism doesn't requite a URI from what I can tell

Though the text is somewhat opaque. The value must be drawn from the set of [Creative Commons](https://creativecommons.org/licenses/) license URIs, the [RightsStatements.org](http://rightsstatements.org/page/1.0/) rights statement URIs, or those added via the [extension](https://iiif.io/api/presentation/3.0/#46-linked-data-context-and-extensions) mechanism which could be interpreted as a string that was added via the extension or a uri added via extension.
