Two of our test modules that depend on the new Elements imports are currently unable to be loaded by web-test-runner. This seemingly derives from the way SVGs are bundled in that repo vs. this one. This PR adds the config & tooling necessary to handle them correctly, though we may ultimately switch to
vitestinstead which also likely avoids these issues.
