- Closes Update dependency hugo-extended to v0.151.0 #949 by superseding it
- Upgrades Docsy to version that is compatible with Hugo 0.151.0
- I'll look into making Docsy's version dependency on Hugo a bit more lax
- Upgrades Hugo to 0.151.0
- Adds a dev config for docsy-based dev builds. The config (temporarily) ignore all but the next and latest verions so that the live server watch is more responsive during development.
- Adds script to make it easier to build a dev version of the docsy-based site

you can ignore ALL of v1, it has 3 months left to live, after which we won't be making any more new versions and won't even need the v1 docs.
