Thanks, but the Go version needs to be in sync with the rest of the project, I expect our internal linter will fail on 1.23 |

Fixes #7664
Problem
The CI workflow was installing gotip first, then building test tools with it. This caused tools like golangci-lint to fail because they're not compatible with unreleased Go versions.
Solution
make install-test-toolsto run with stable Go
