In preparation for multi-terminal.

Changes:

  • added fundingCycle.baseCurrency, removing the need for each terminal to specify a baseWeightCurrency on its own, which in turn removes the need to deploy multiple terminals for different base currencies.
  • removed fundingCycle.ballotRedemptionRate to make space. this wasn't ever used and was just a cause for bugs.
  • All changes taken into account in 3.2 terminals and the 3.2 controller.
