I'm afraid that info in ARD-11 is outdated, this is authoritative source of RBAC and I see changes done there https://github.com/redhat-appstudio/infra-deployments/tree/main/components/konflux-rbac/production/base Also it seems that those rules are very deployment specific, I'm not sure if it's worth documenting in such detail |

This PR takes the existing ADR on permissions: https://konflux-ci.dev/architecture/ADR/0011-roles-and-permissions.html and converts it for the upstream docs. I have also added a brief section on using the yaml files for configuration. Note this section lists four roles.
