🐛 Fix eks awsmanagedcontrolplane finalizer permission

The EKS is provisioned successfully. But the cluster kubeconfig is missing in the cluster namespace.

after add awsmanagedcontrolplanes/finalizer update permission in the clusterrole capa-manager-role, it works.
