feat: Hyperliquid Spec

This PR contains the spec implementation of the Hyperliquid blockchain. There are missing parts in the protocol code to fully support it. The problem is that one of Hyperliquid root interface, REST, does not have any API to fetch blocks, which disturbs the way providers work (they need to use ChainFetcher that gets block to verify they're up to date)
