Update to php 8.4 (#258)

Update to php 8.4 #257.

Additionally, satisfy analyzer after updating dependencies:
* Ignore non-empty-string type, because there are currently
many false positives.
* Resolve handler class as parameter in GamingPlatformBusBundle.
