First Release

0.1.0 Release - HAMS

This release contains the first version HAMS Automated License Testing code for the mapping-cli module. This release also contains relevant Windows binaries required to run the mapping-related features and weights to the model used for the SeatBelt detection.

1. Building this for Linux will be covered in the documentation
2. Add details to tutorials and update their description, usage, and setup.
