chore(html-report): clean up git metadata display

Cleans up the new git metadata display to be cleaner, have correct alignment, and be better quality HTML/CSS. Fixed the release blocking alignment issues currently present.

This is still a non-ideal form of the "Metadata" button placement. I have ideas on how to follow this change.
