This server mainboard has a WPCM450 BMC running DELL BMC or iDRAC firmware.
The power supply uses the same connector as a 24-pin ATX power supply, but a custom pin-out. Connecting an ATX power supply doesn't result in a working system.

The board draws around 500mA on the 5V standby rail.
Test points for the BMC's debug UART are marked on the board. The pins are as follows:
