Pull Request
Description of the change
This removes the top header of "Pull Request" and adds a link to the CONTRIBUTING docs into the template.
Benefits
We already know it's a pull request, so we don't need the extra text. This will allow users to get familiar with our contributing docs, which provide further info on allowing edits by maintainers, for instance.
Possible drawbacks
None that I can think of, but happy to chat about it. This is a low priority PR.
