test: setup ci

To ensure, that tests pass on all major platforms.

• adds a simple test workflow (only runs on PRs / push to master, ignoring docs / templates dirs)
• tests can now be run from e.g. project root: repo-root/of/nue> bun test
  no need to go into the test dirs themselves anymore.
