introduce just a test suite for all classes. did not change any class in lib.

change details

add how to test this gem to README.md.
add tester class and test_helper in dir "test".
add data files for test in dir "test/fixtures"
add gem minitest to faker-okinawa.gemspec.
changed default rake task to :test from :spec.
