This PR adds a description and diagram showing how FSCs should budget salaries.

It bugs me that there are 2 bars that look the same to me, but one is representing 15% and one is 45% 😅 I don't know if this a GitHub display issue or in the original source, but the fact that those are not to scale does not work for me.

So the blue parts of the bars should be bigger, like this? @pherterich
