Workflow moved out of GitHub Actions directory

This workflow now lives under kristentr/github/workflow, which GitHub Actions does not scan; it only runs workflow files located in .github/workflows. Because of the relocation, the push trigger on main will never execute and the cookbook website rebuild hook will stop firing after this commit.
