Fix Bad Credentials Error in Lock Threads Workflow

  I created this PR to fix the failing GitHub Actions.## Description
  This PR fixes the bad credentials error that was causing the lock threads GitHub Action to fail. The GITHUB_TOKEN used by the dessant/lock-threads@v4 action was updated with the correct value.

Summary of Changes

• Updated the GITHUB_TOKEN in the .github/workflows/lock-threads.yml workflow file.
• The GITHUB_TOKEN is now correctly referenced as a secret from the repository settings.
• The GITHUB_TOKEN was added as an environment variable/input to the dessant/lock-threads@v4 action (as required by the action's documentation).
