Converts gcp-ipi-f14-longduration-mco-g1/g2 to p1/p2/p3 pattern in release-4.18.

• 3 smaller buckets instead of 2 means each job runs fewer tests, reducing timeout risk and making failures easier to triage.
• Priority-based filtering is more granular
