Merge o matic

Merge-o-matic (Mom) will:

ask for the legislators you want to merge
preview the merge and ask for confirmation
update the winner's record
add the loser's _id to the winner's all_ids
remove the loser's record

You can read Mom by going to http://example.com/admin/ABBREVIATION/mom/, replacing ABBREVIATION with your jurisdiction's abbreviation.
