in-house DB versioning

In order for the analyst o make it transparent with what data a file was filtered, it would be helpful to mention the release of the in-house db that is running in varfish under "small variant annotation release info".

• as soon as a new set of files is uploaded the in-house db counter goes +1
• the amount of cases and families in the in-house db should be mentioned too.
• e.g. inhouse db v5 (425/207) --> 425 samples 207 families
  this information should also be added in the exported files
