Add French localization

Summary

Adds French (fr) localization support.

Changes:

• Adds "fr" to the Xcode known regions.
• Translates the macOS Info.plist permission strings.
• Adds French translations for the app string catalog.

Validation:

• "check-localizations.py" passed for "Localizable.xcstrings".
• "check-localizations.py" passed for "InfoPlist.xcstrings".
• "check-swift-catalog-keys.py" passed.
• "git diff --check" passed.

Notes:

• The larger app string-catalog pass is marked "needs_review" so it can be refined before being considered final.
