New tables to hold PAINT-curated experimental GO annotations

Copy table schemas used for PAINT annotations (IBD, IKR, IRD) to new tables to track experimental GO annotations that are created using the PAINT tool. Essentially, the PAINT tool will become another annotation tool and source for experimental GO annotations.

• paint_annotation -> paint_exp_annotation
• paint_annotation_qualifier -> paint_exp_annotation_qualifier
• paint_evidence -> paint_exp_evidence

@mugitty will determine UI code requirements for handling this data in the PAINT tool.

@dustine32 will determine code requirements for exporting these exp GO annotations into a GAF in a separate ticket.
