fix: Add templates

Description

This pull request includes several updates to improve issue and pull request templates, as well as adding a new workflow for Solidity unit testing. The most important changes include the addition of bug report and feature request templates, the configuration of issue templates, the enhancement of the pull request template, and the creation of a workflow for Solidity unit testing.

Issue and Pull Request Templates:

• .github/ISSUE_TEMPLATE/Bug_report.md: Added a new bug report template to standardize bug reporting and ensure all necessary information is provided.
• .github/ISSUE_TEMPLATE/Feature_request.md: Added a new feature request template to capture user stories, acceptance criteria, and technical details.
• .github/ISSUE_TEMPLATE/config.yaml: Configured issue templates to disable blank issues and added a contact link for general support inquiries.
• .github/PULL_REQUEST_TEMPLATE.md: Enhanced the pull request template to include sections for description, references, testing, and a checklist to ensure thorough review and adherence to guidelines.

Workflows:
