Updates ECR module references to use the new location:

Changes:

  • Module source: github.com/pbs/terraform-aws-ecr-module → github.com/pbs-common/terraform-aws-ecr-module
  • Version: 0.3.29

Impact:

  • No functional changes - module behavior remains the same
  • Part of ECR module migration to pbs-common organization

Testing:

  • Terraform plan shows no resource changes
  • Module references updated correctly

- Updated module source from github.com/pbs/terraform-aws-ecr-module
- Set version to 0.3.29
- Module functionality remains unchanged
