Use 18F style guide generally and make exceptions as needed (https://guides.18f.gov/content-guide/our-style/) Following this guidance includes:

• Oxford comma
• Em dashes have a single pace on each side
• All bullets start with capital letter

Question for the culture: Follow 18F on bullet terminal punctuation or not? If we don't, and go with unpunctuated bullets, this affects Checklist bullets
