The repository picker only rendered results in response to a search, so a fully synced account looked the same as an empty one until the user typed. Load the first page of the user's repositories on view load and show them as a selectable list, with search covering the rest. This loads the first page of the user's repositories on view load and shows them as a selectable list, with search covering the rest and the previous placeholder kept as the loading/fallback state.
Stacked on #770 because it edits the placeholder block that PR restructures — retarget to
mainonce that merges. Pairs with readthedocs/readthedocs.org#13245, which orders the endpoint so the first page is the most likely import target; without it the list still works, just alphabetically.Generated by Claude Code
