chore: migrate to OGX based LCORE

What does this PR do?:

• Updates config.yaml to be OGX-based
• Moves safety from config.yaml to lightspeed-stack.yaml as it is now implemented on the LCORE side
• Updates some envs to reflect changes in LCORE (namely the OTEL one that causes errors now)
• Adds snippet about RAG workaround locally until OKP arrives
