This PR makes the fbc-target-index-pruning-check task required for the FBC pipeline.

I set the effective_on date to 15 March 2025 to provide over a month for teams to be aware of the change.

Before this PR is merged:

As per ralphbean's comment, PRs and MRs will need to be sent to add the new task to existing pipelines.
Konflux user aliases and forums notified.
Also some rebasing may be necessary after Add three new sast scans to required tasks #95 and feat: add Operator FIPS Compliance checks as required tasks #96 are merged ahead of it.
