webserverとバッテリ残量通知の機能追加、リファクタリング

What does this implement/fix?

paramterの変更をwebserverからできるよう機能の追加
STEP5からCライクからC++ライクに変更
STEP8にバッテリの残量がLOWであることを知らせる機能を追加
関数名を機能+動作の順番に統一
関数の構成をPi:Co Classic4と同じにした
